Return to Activity
Out of an abundance of caution and in charity to our teammates, their families, and the greater rugby and faith communities, Arrows RFC have established a Return-to-Activity Task Force who have been asked to evaluate latest case data, research and guidance, set and communicate policy, and encourage policy execution among the Arrows Rugby members. The Task Force is closely monitoring the following:
- Recommendations by the Texas Rugby Union ("TRU", our regional governing body)
- Regional Case Data from Harris County
- Regional Case Data from Texas Medical Center

Progression
Arrows' Return-to-Activity task force has adopted and will adapt the Club's policy that will allow us to prudently continue to ramp up the rugby season by honing basic skills, training for fitness, and building team continuity. Rather than starting from scratch once we've reached Stage 5, below is our plan to smoothly "shift gears" as we progress through the stages to full competition.
TRU has now adopted a modified “Stage 4+” protocol that applies to all of Texas. The guidelines from TRU are the minimums that must be followed to be in compliance with USA Rugby insurance coverage and regulations. They have stated that clubs should look also to local conditions and regulations for establishing our own protocol. New under this protocol is full-contact training and intra-squad scrimmaging are now permitted, and clubs may schedule and play friendly matches if they comply with a TRU-prescribed waiver system.
In addition to the paramount concern for health and safety, IT IS ALWAYS SMART FOR OUR RUGBY that we do prudently protect against risks and situations which could sideline club activities for an extended time.
With this and the recent changes in mind, the task force at this time has moved the club forward to Stage 4C (as is described below), and looks forward to now training towards intrasquad and friendly matches which we anticipate scheduling, subject to compliance with TRU restrictions and the waiver system.
Stage 3: Non-Contact
- TeamSnap Health Check required prior to team events
- Temperature Check upon arrival
- 6ft distance, masks required at training
- Focus on Skills & Fitness
- Prohibited: Touch Rugby and ALL contact
Stage 4 tiers:
4A:
- TeamSnap Health Check required prior to team events
- Temperature Check upon arrival
- Permitted: Touch Rugby
- Prohibited: Tackle Contact, Intraquad Scrimmaging, Rucks, Scrums, Mauls, or Lifting in Lineouts
- Masks required for all except for fitness activity with adequate spacing
4B:
- TeamSnap Health Check required prior to team events
- Temperature Check upon arrival
- Permitted: Touch Rugby, Limited tackle/contact drills (in pairs, with pads)
- Prohibited: Scrimmaging, Rucks, Scrums, Mauls, or Lifting in Lineouts
- Masks required for players (touch rugby and handling drills only) and for Coaches/Administrators at all times
4C: (CURRENT)
- TeamSnap Health Check required prior to team events
- Temperature Check upon arrival
- Permitted: Full-contact training (tackling, rucks, mauls, scrums, and lineouts), Intrasquad Scrimmaging (Black v Gold). Matches with other clubs may be permitted under TRU waiver system
- CIPP required to participate in training
- Masks required during non-contact drills, still encouraged during full-contact drills and fitness drills that allow adequate spacing
Stage 5: Full Contact; no limitations.
- TeamSnap Health Check required prior to team events at discretion of Club Officers
- Temperature Check upon arrival, at discretion of Club Officers
Social & Formation Activity
- TeamSnap Health Check required prior to social and formation events
- Temperature Check upon arrival, at discretion of Club Officers
- Events held outdoors whenever possible and weather permitting. Specific protocols will depend on the type of event and expected attendance.
- Events can be held indoors when expected attendance allows for adequate personal space; masks required at all times while indoors.

General Guidelines for Symptom Monitoring
- TeamSnap Health Check before arriving for every team activity
- Flash Health Check green-screen to task force rep upon arrival
- Get temperature check upon arrival
- Avoid engaging in high-risk activity
- Report positive tests to Task Force immediately so the club can consider necessary action; potentially suspending club activity
